unprecedented Obama's verbal tic!

 unprecedentedの語は、否定を表す接頭辞un-とprecedent(名詞で「先例」)、それを形容詞化する接尾辞-edに分解できる。このうち、precedentは動詞形がprecedeで、語源はpre-(前に)cede(行く)。そこで、unprecedentedは「先例のない」「経験したことのない」「未曾有の」という意味になる。カタカナ読みは「アンプレシデンティド」。
 この1年を振り返ってみると、アメリカのニュースには“unprecedented”があふれた。年初には、米国史上unprecedentedな黒人大統領オバマ氏が就任し、大きな変化(change)を印象付けた。オバマ氏は就任後の週末演説で、こう語った。“We begin this year and this administration in the midst of an unprecedented crisis that calls for unprecedented action.”(われわれは、この年とこの新政府を、先例のない行動を求められる未曾有の危機の最中に始めることになる)
 昨秋のリーマン・ブラザーズの破綻に始まった経済危機は、オバマ氏によると、“unprecedented economic turmoil”(未曾有の経済の混乱)をもたらし、そのため“unprecedented international cooperation”(先例のない国際的協力)が求められた。各国政府は今なおunprecedented な景気対策に追いまくられている。まさに、unprecedented な一年だったというわけ。
 政治専門メディアのポリティコ(2009年11月25日付)は、“The White House’s Unprecedented Use of ‘Unprecedented’”(ホワイトハウスの未曾有な「未曾有」の使用)という記事で、オバマ氏が就任以来これまでに、大小の演説や会見などで少なくとも129回unprecedentedを使ったといい、ブッシュ前大統領が8年間の任期中に262回使ったことと比較して、異例の多さだと指摘した。そして、“He has promised an ‘unprecedented commitment’ to education, to developing clean energy, and to preserving America’s treasured landscapes.”(彼は、教育やクリーンエネルギーの開発、アメリカの貴重な景観の保存に対して、「先例のない公約」をした)と、皮肉っている。
 だが、ノルウェーのノーベル賞委員会は、就任1年に満たないこの米大統領に、「核兵器なき世界」を訴えたことを評価してunprecedentedなノーベル平和賞を授与。ところがオバマ氏は授賞式で、“Still, we are at war, and I’m responsible for the deployment of thousands of young Americans to battle in a distant land. Some will kill, and some will be killed.”(依然として我々は戦争状態にある。私は、遠く離れた地に数千人ものアメリカの若者を戦闘に配備した責任者だ。ある者は殺し、ある者は殺されるだろう)と、米国の武力行使は正当だとするunprecedentedな演説を行った。これには、オバマ支持者は冷水を浴びせられた格好で、unprecedented disillusionment(先例のない幻滅)をもたらしたようだ。The Sankei Shimbun (December 28 2001)

Obama: Keep up ‘unprecedented pressure’ on Iran

WASHINGTON ? US President Barack Obama called on Thursday for the international community to maintain “unprecedented pressure” on Iran to comply with international obligations on nuclear proliferation.

While Obama warned Iran in advance of an IAEA report expected to be the UN nuclear agency’s harshest-yet utterance on Tehran, the US legislature also took steps against the Islamic Republic, with a congressional committee approving tougher sanctions in response to an alleged assassination plot in Washington.The Jerusalem Post (November 4 2011)
