astroturfing

 1966年にテキサス州ヒューストンのアストロドーム(Astrodome)で初めて用いられた人工芝(artificial grasslike ground covering)をAstroTurfという。これを動詞や動名詞として使うと、「本物の芝生に見せかける」という意味になる。政治用語としてのastroturfingは、fake grass-roots movement(偽の草の根運動)のこと。カタカナ読みは「アストロターフィング」。
 astroturfingを新しい意味で使い始めたのは、クリントン政権で財務長官を務めたロイド・ベンツェン氏。1985年、ワシントン・ポストに、反対派の人々から送り付けられた抗議文の山を指して“This is generated mail.”(これはやらせの手紙だ)と指摘し、アストロターフ(人工芝)と草の根の違いについて述べたという。
 さて、今年に入って全米各地で盛り上がりを見せているのが、“Tea Party movement”(茶会運動)と呼ばれる増税に反対する保守派の草の根運動。1773年、英国政府の茶税に抗議した“Boston Tea Party”(ボストン茶会事件)の故事にちなんだ運動で、昨春以来のオバマ政権の大型景気対策や、さらに医療保険制度改革で、国の財政赤字が悪化することに反対している。この運動について、ノーベル賞経済学者のポール・クルーグマン氏は、ニューヨーク・タイムズ(2009年4月13日付)の“Tea Parties Forever”(茶会よ永遠に)の記事で、 “The tea parties don’t represent a spontaneous outpouring of public sentiment. They’re AstroTurf (fake grass roots) events, manufactured by the usual suspects.”(茶会運動は世論感情の自然な発露とはいえない。それは、いつもの容疑者によって仕掛けられた人工芝=偽の草の根の出来事だ)と述べた。「いつもの容疑者」とは、今や議会少数派となった共和党だという。
 だが、astroturfingは共和党に限ったものではない。FOXニュース(2010年1月26日付)は“‘Elli Light’ Astroturfing for Obama?”(エリー・ライトがオバマのために偽の草の根運動か)と報じた。エリー・ライトと名乗る差出人の手紙が、新聞各社に送られ、47紙にいっせいに掲載されたという。その内容は、「大統領は、すべての問題が一朝に解決すると約束したかのように攻撃されているが、彼は決してそんな約束をしていない。アメリカ国民は、大統領が魔法の杖ですべてを治めるものではないことを悟るべきだ」と、オバマ大統領を擁護するもの。保守派のコメンテーター、ミシェル・マルキン女史はこの手紙について、“a bogus sense of grassroots support”(インチキの草の根支持)と呼び、“I call the Obama administration the Astroturf presidency.”(私はオバマ政権を〝やらせ〟大統領制と呼ぶ)と酷評した。
 草の根運動が民主主義の〝鏡〟と考えられた時代はすでに遠く、いまや“Whodunit?”(仕掛け人は誰だ)と、すぐに疑う不信の時代である。The Sankei Shimbun (March 1 2010)

PS: Occupy the Kochs, and Stop the Corporatization of America

Most of the "grassroots activity" was astroturfing, powered by right-wing groups in Washington, D.C. and funded by the Kochs, who were dubbed the "financial engine of the tea party" by none other than Mitt Romney.

Right now in Ohio, the Kochs, AFP, Republicans like Karl Rove and a host of fanatical right-wing organizations are doing everything they can to block an effort by the 99% to repeal the new state law that strips public employees of the right to bargain for stronger and safer communities and a better life for their families.

All across the country people are raising their voices in protest because they're fed up with a system stacked in favor of the richest 1%.
