　openは日本語でも「オープンに」、または「おおっぴらに」という。carryは「携帯する」という動詞・名詞。open carryは「おおっぴらに携帯すること」。だが、何を携帯するのかといえばfirearm（銃火器）、とくにhandgun（拳銃）である。カタカナ読みは「オウプン・キャリー」。
銃による殺傷事件が連日のように発生し、銃規制が重大な社会的問題となる一方で、西部劇に登場するカウボーイのように、拳銃を腰に下げて公の場に出る“Open carry movement”（オープン・キャリー運動）が起こっている。
　ウォールストリート・ジャーナル（2010年3月4日付）は、“Stores Land in Gun-Control Crossfire”（銃規制の火花を散らす議論に巻き込まれるチェーン店）との記事を掲載。米国では43州で銃の携帯が容認されているが、そこで約4970店舗を展開するコーヒーショップのスターバックスが、店内に銃の持ち込みを容認したことで、open carryの是非をめぐる議論が巻き起こっていると報じた。
　open carryを主張するのは、pro-gun advocates（銃所持容認派）。その根拠は合衆国憲法修正第２条の一部で、“The right of the people to keep and bear arms shall not be infringed.”（人民が武器を貯え、またこれを携帯する権利は侵してはならない）というもの。この条文は、建国初期の1791年に自己防衛の権利を保障したものだが、時代が変わった今でも改廃されることなく続いている。2008年に連邦最高裁はこれに基づき、首都ワシントンでの銃所持禁止に対して違憲の判断を下した。
　ジャーナル紙によると、Open carry movementは、2004年にバージニア州の銃所持容認派が火をつけて、今や全米に拡大しつつあるという。
　ニューヨーク・タイムズ（2010年2月23日付）は、“Fearing Obama Agenda, States Push to Loosen Gun Laws”（オバマ大統領の方針を恐れて、州政府が銃規制法を緩和へ）と報じた。大統領はgun-control advocates（銃規制派）で、規制強化に乗り出すとの思惑から、保守派が強い州で規制緩和が進んでいるという。実際、バージニア州議会はこのほど、アルコール飲料を提供するバーやレストランでも、concealed carry（銃を隠して携帯すること）を容認する法案を可決した。
AP通信（2009年12月11日付）は、08・09年で南部と西部を中心に24州で47の新しい銃規制緩和法案が可決されたと報じ、その背景には、銃規制に反対する全米ライフル協会（NRA）の活発なロビー活動があると指摘している。
　こうした動きに対して、“Brady Campaign to Prevent Gun Violence”（銃による暴力を防止するブレイディ運動）などの銃規制派は危機感を募らせ、反対の署名運動を展開しているが、銃所持拡大に歯止めがかかりそうにない。コーヒーショップに入るのに、bulletproof vest（防弾チョッキ）が必要な時代なのか？冗談じゃない！The Sankei shimbun(March 29 2010)

Open-carry advocates rally with rifles, long guns in San Leandro

Russ Allen drove to San Leandro on Saturday to attend a rally protesting the recent passage of Assembly Bill 144, the state's ban on carrying unloaded handguns in public.
The Sacramento resident said he became aware of California's open-carry law only recently after a robbery in his apartment complex.
"I disagree with what they're trying to do," said Allen, who had an unloaded Smith and Wesson .40 caliber handgun strapped to his belt. "The Second Amendment clearly states we have a right to bear arms, and it shall not be infringed."
Allen joined about 30 others at the rally, which was organized by the gun rights advocacy group Responsible Citizens of California.
The group says that as a result of the ban on unloaded handguns, which goes into effect Jan. 1, the only recourse is to carry so-called long guns such as rifles and shotguns, which have not been affected under AB 144.
Many who attended the rally carried a rifle or shotgun strapped to their shoulder. With the occasional supportive horn honking from passing motorists, they gathered at the corner of Hesperian Boulevard and Bayfair Drive in San Leandro from about noon to 1 p.m. Saturday.San Jose Mercury News.com (October 22 2011)
