　crackはもともと「バシッ」とか「ビシャ」とかモノが裂けるような鋭い音を表した。動詞として「強打する」という意味にもなり、転じて「砕く」「破る」。crack down on ～で、「（強制手段を用いて）～をビシッと取り締まる」。“The police cracked down on drunk drivers.”（警察は酒酔い運転者を厳しく取り締まった）などという。crackdownはその名詞形で、警察の「手入れ」も指す。カタカナ読みは「クラックダウン」。
　アリゾナ州で2010年４月下旬に、新たな移民規制法が成立、共和党のジェニス・ブリュアー知事が署名した。米メディアは、これを“immigration crackdown”（移民の取り締まり）と呼び、激しい論議が巻き起っている。移民の取り締まりといえば、不法移民（illegal immigrants）が対象となるが、“Arizona’s new law turns all of the state’s Latinos, even legal immigrants and citizens, into criminal suspects.”（アリゾナの新法は、同州のLatinos、合法的移民や市民までも犯罪容疑者に変える＝４月30日付ニューヨーク・タイムズの社説）という。
　ここで、Latinosとは中南米出身の「ラテンアメリカ人」で、ヒスパニック系住民を指す。“The statute requires police officers to stop and question anyone who looks like an illegal immigrant.”（その法規は、警察官に不法移民に見える者は誰でも呼び止めて職務質問するように求める）というところが問題。米国において市民でない者は、たとえば旅行者の場合パスポートなど、ID（身分証明書）の携帯を義務付けられているが、警察官には「不法移民に見えるから」という理由でIDの提示を求める権限は与えられていない。だが、アリゾナ州の新法ではこれができるのだ。
　この新法の背景には、“Arizona is the ground zero of illegal immigration.”(アリゾナは不法移民の爆心地)と呼ばれ、中南米からのヒスパニック系の不法移民が多く、麻薬密輸や誘拐などの犯罪が横行、厳しい取り締まりを求める声が高まっていたことがある。
　それにしても、ヒスパニック系住民は今後、ヒスパニックであるという外見で逮捕される恐れがあり、まさに公然とした人種差別の復活につながりかねない。オバマ大統領は、この法律について“misguided”（見当違いだ）と批判。また、タイム誌（2010年４月30日付）は“Arizona Police Split on Immigration Crackdown”（アリゾナの警察は移民取り締まりに意見が割れる）と述べ、警察現場の当惑ぶりを伝えている。
　オバマ政権は、大統領選挙中からimmigration reform（移民政策の改革）を公約に掲げてきたが、医療保険制度改革におとらず難しい問題であるだけに、いっこうに進んでいない。2012年の大統領選挙に向けて、移民問題は台風の目になりそうだ。

Arizona deputy likens border to war zone at Washington hearing

WASHINGTON - Pinal County Sheriff's Office Chief Deputy Steve Henry said Wednesday that when his deputies go to the border they face a situation similar to a warzone in Afghanistan or Iraq.
"The fact that everybody we encounter, almost, is armed. The only difference is that we don't exchange shots with them most of the time," Henry said after speaking to a panel in Washington.
Henry was joined by sheriffs from around the country as part of a discussion panel hosted by the Center for Immigration Studies, an independent organization that advocates for limits on legal and illegal immigration, and the House Immigration Reform Caucus.
Many of those speakers blamed what they called the Obama administration's lax enforcement of border and immigration laws for the problems they are seeing in their communities, many of which are far removed from the border.
The sheriffs, who also came from Iowa, North Carolina and Maryland, said that because drugs are a problem in their communities it is important that immigration officials support them in their efforts to enforce immigration laws.(October 13 2011)

Singer Pablo Montero Blasts Anti-Illegal Immigration Laws in U.S.

Mexican singer Pablo Montero criticized anti-illegal immigration laws that have been enacted in different parts of the United States and asked the White House to give the undocumented a little more help.
The artist, who will appear in concert next week in Arizona, one of the states with the toughest anti-illegal immigration laws, said the U.S. government should understand the hard times immigrants are going through and should stop these laws from being enforced.
"This is the worst - there really have to be a lot of changes because the United States has made so many mistakes," he said at a press conference in Mexico City to introduce his new album, "El Abandonado" (Abandoned One).
